We will see.
If a player economy existed there would be a reason for peace. ATM Vanilla fallout will give us all all the caps we need AND the means to buy gear from an untouchable merchant (Gun Runners). Peace time will not be necessary for factions to make stockpiles. Never ending warfare for all!
Negotiations will be mostly for flair and alliances a means of balancing power. Current game mechanics doesn't support diplomacy very well. Maybe in the future when there's several dozen active factions diplomacy will have more depth.
All speculation of course. Got nothing else to do on this forum, right?
According to lore Lost Hills made an enemy with NCR. Hidden Valley remained neutral for a time before NCR dragged it into battle. We are the hidden valey chapter, not lost hills ... You see we still have never made an enemy we could not deal with as being forced to defend yourself does not count as "picking up a foe". Obs ... btw. Most lore regarding the reasons behind the bos x ncr war is inspired by van buren content and there is little information on official documents ... making really hard to guess who's to blame for it.
Count me in, I'll join the Brotherhood of Steel. I have some history with them, as well...
Please join our comms channel for further information on joining.
I'll have you take care of a couple of tasks (all in singleplayer) to prove your aptitude as an Initiate, then you will be ready for full Brotherhood membership.
Dear Elder Mcnamara,
If you guys need supply, information or scouting the Dead End is open for service. We can also hide your troops from your enemies.

Thanks everyone that showed up, was respectful of everyone's time and had great questions!
For those that missed it, here's some tl;dr notes taken by our Head Scribe Mastix.
Brotherhood of Steel Meeting
To introduce the Brotherhood to the other factions and to answer questions asked by faction leaders, BoS members, and potential BoS members.
In canonical Fallout New Vegas, the Brotherhood of Steel is a much smaller faction than it had potential to be. There was no option to pursue the Brotherhood as a larger faction. We plan to take the Brotherhood outside of the bunker. We plan to write new quests for our members that follow the ideology of the Brotherhood. We will accept suggested quests if our members have ideas for new quests.
We are the real Brotherhood of Steel. We are going to be techno-lusty hermits.
Our structure will be improvised since we do not have hundreds of memebers and the endless chain of command structure is not the most efficient.
Role of Head Positions:
Leads attacks and large scale missions
Trains new PaladinsHead Knight:
In charge of weapons and ammo
Keeps the Brotherhood's stockpile in checkHead Scribe:
Head of Development
== Question and Answers ==
Q. The Canonical Brotherhood is stuck up, will this group follow suit?
A. Yes. We believe that the Brotherhood's ideology is valid. We need to prevent dangerous tribes such as the Khans from getting advanced weaponry such as Fat Man's or other weapons.
Q. Will you continue to protect the people of the wasteland?
A. It is not our main objective, but we will in extreme circumstances. For example, we would help prevent a Khan invasion of another faction.
Q. What is the Brotherhood of Steel's standpoint on the NCR?
A. The NCR is not our ally, however we do have respect for them and prefer them over Caesar's Legion.
Q. Will you expand our territory.
A. Yes. We are planning to claim Helios I, Black Mountain, and Hidden Valley.
Q. How long has this chapter of the Brotherhood be running?
A. About a month. (Estimated start date: 24 September 2016)
Q. Would the Brotherhood be willing to sell some equipment to other factions?
A. No. We are not a vendor faction. Selling technology directly contradicts our mission statement.
Q. Who takes over in the case of Elder McNamara being unable to continue leading?
A. Head Paladin.
Q. Will the current quests exist once the Fallout New Vegas multiplayer is released?
A. Yes and No. The quests we are distributing now are only training simulations. When the multiplayer is released we will probably use different quests/assignments.
Q. The NPC's in Hidden Valley Bunker are in lock down. How does the Brotherhood plan on dealing with the existing NPC's that currently occupy the bunker?
A. We plan to operate around them. They could act as a natural defense system.
Q. Could an Outcast rejoin the Brotherhood in the distant future?
A. Probably not. Members are outcast only if they violate the rules of the Brotherhood. We do not feel comfortable with such members being reintroduced to the Brotherhood, but it's highly case-by-case.
Q. How does one join the Brotherhood of Steel?
A. Currently, Discord is our primary medium. Type !enlist and our Eyebot will automatically sign you up as an Initiate.
Q. How does one become a "Head" member of a group?
A. They go through a very selective process. The position does not change often, but if you continue to prove yourself you may recieve a promotion.
Q. Who does the Brotherhood kill on sight?
A. The Brotherhood will kill members of The Khans, Enclave, and Fiends. Also members will return fire if they are shot at.
The NCR members hinted that they had a surprise that they wanted to reveal to the Elder in Private.
Faction leaders said that the Brotherhood is Canonically significantly more distrustful. This meeting might disclose more information than would be usually permitted.
Elder McNamara: "How do you know I'm telling the truth now?"
-Derailed conversation was omitted from notes.-
People are outcasted from groups because they simply want to be in the Outcast group?
Weird reason, they should be outcasted because they don't believe in the Brotherhood ideals.
How do I make a new faction? -Answered by Elder McNamara-
Technology first is 100% Cannonical.
Someone stated that the Brotherhood of Steel was part of the United States military. This was false. The Brotherhood had officialy defected from the military before the Great War began.
Other statements have been omitted because Head Scribe Mastix was unable to continue attending.

Reporting in, Elder!
He's a synth don't trust him
That battle had us severley outnumbred, 20 NCR soldiers to 1 brotherhood soldier. The NCR just has more members, and then the Rangers showed up, otherwise they would have retreated.
The Rank Tree should have the Apprentice Knight with two branches, one further into the Knight tree and the other to the Paladin path. Just to keep in sync with the new rules, Elder.
new user and already a functioning part of the team
