NPCs are neat, however in all reality I believe one way or another the mod plays itself out to try and populate towns with players themselves. Mind you if there enough players to fill a town anyways. I do like the idea in of itself though; world building is important. However specific npcs like that displace the idea of making a faction of your own. Which somewhat can hamper down on RP if you're into that. For example we have a Vulpes Inculta in the Legion's faction. Would probably break his immersion a tad if he randomly came about his NPC aye? Same for colonels and captains in the NCR. However that's just my two cents. Regardless it'd still be nice to have some substance to the lifeless wastes.
That, I can agree with. Personally, I'd just prefer to see the merchants and non-faction NPCs added.
Aye, but i don't think that adding companions is a good idea. they don't work properly.

They'd basically just stand about, doing nothing. Like the other NPCS, except I would hope they would be non-essential (doubt they would be, but still)
I agree with duplicating NPCs without their related quest scripts. For the sake of more merchants and getting certain items available.
Don't believe two new merchants would necessarily be anything special.
Why do you say only two merchants? There are more (only as examples) in OP.
But you know what would be better than adding merchants? For the inventory to not be level set to level 1.

The Merchant inventories do actually update if you allow time to pass. (This can even done through sleeping. Sleep for 7 days and the inventories will refresh and match your level.)
The reason they start at Level 1 is because the you spawn in at Level 1 and all your stats are applied while loading. The merchants, unfortunately, aren't coded to update at the same time, though.

i agree only issue i see possibly is instability, and even though some npcs are in the game if you talk to them they fall through the map
They are disabled so thats why they just fall through the world when you talk to them and they get activated when they get talked to. But most NPCs that arent in are quest NPCs or ones related to quests that can cause crashing or other such things.
Yeah, some NPCs can’t be in due to their quest scripts, but you can clone NPCs inside the geck and remove their quest data, to where they are basically just another NPC, therefore not interfering with NVMP
